Job Description and Duties

Under general direction of the HOME/HOME-ARP/NHTF Section Chief, in the Division of Federal Financial Assistance (DFFA), the Staff Services Manager I oversee and directs the work professional analytical staff within a branch that administers a variety of federally funded Housing and Community Development programs including HOME, HOME-American Rescue Plan, and National Housing Trust Fund.

DFFA is primarily responsible for the design and implementation of federally funded affordable housing programs including the development of program guidelines detailing the use and requirements of federal funding programs, issuance of Notices of Funding Availability (NOFA), application review, underwriting, funding recommendations, loan closings, fund disbursement, project closeout, and monitoring.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Special Requirements

Confidentiality

Employment Application (STD.678)

Statement of Qualifications (SOQ)

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview. Resumes, cover letters, or any other documents cannot substitute the SOQ . When completing the SOQ, number your responses , include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed two pages, single-spaced, Arial 12-point font and address the following :

1. Please describe in detail how your experience, educational background and qualifications have prepared you for this position.

HCD Disclosure Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrate strong ability to research, understand, interpret, and articulate federal/state statue, regulations, and policies making appropriate recommendations for action.
• Experience developing a new team.
• Experience evaluating and monitoring multifamily housing projects.
• Experience implementing and administering a state or federal funding program.
• Ability to work with all levels of staff and external stakeholders.
