Project Overview

Over the past five years RFA has led federal, state and local government initiatives to shift public funding to important economic mobility outcomes, working in partnership with Blue Meridian Partners Place Matters and its investees who are strengthening the public sectors’ ability to partner with Place Based Partnerships (PBP). Building off a track record with these national organizations, as well as lessons from federal, state and local government successfully steering funding to speed progress on PBP economic mobility economic outcomes, Results for America will host a Senior Fellow who will spearhead the development and implementation of a plan  – that includes specific strategies and policies –  for federal and state public-private partnerships focused on achieving cradle-to-career outcomes through place-based partnerships. 

Position Overview RFA seeks a Senior Fellow to spearhead the development and implementation of a plan, which includes specific strategies and policies, for federal and state public-private partnerships focused on achieving cradle-to-career outcomes through place-based partnerships. Hosted within RFA, the Senior Fellow will partner with leaders within several core partner institutions (collectively referred to as the Leadership Table) to identify and integrate relevant knowledge and expertise collectively, including Ballmer Group, Blue Meridian Partners, Partners for Rural Impact, Purpose Built Communities, Strive Together and William Julius Wilson Institute at the Harlem Children's Zone.

The Senior Fellow will play a critical role advancing shared priorities, formulating strategy, and ultimately creating avenues for public sector agencies, philanthropic community, and private sector companies to partner to advance economic mobility outcomes for children and families across the country.

Experience in federal and/or state government inter-agency partnerships, fundraising, complex program development, data-driven approaches to program leadership, the education sector, and understanding of place-based partnerships is critical.

This temporary (2 year) position is funded by external grant sources and is contingent upon the continued availability of such funding.  Employment is for the duration of the grant period only.

This is a full time, exempt position, based in a home office anywhere within the United States.  (New York City or Washington, DC preferred, with flexibility based on experience and ability to travel, up to 50%).

Position Reporting Relationship

The Senior Fellow, Public Private Partnerships  reports to RFA’s CEO and will work closely with RFA’s Vice President and Federal Practice Lead and the Leadership Table and Working Groups of Blue Meridian Partners’ Place Matters fund.

Position Responsibilities

[In Year 1] Strategic Plan Development (55%)

• Develop 5-year plan to achieve national and state adoption of multiple public private partnerships focused on cradle-to-career place-based partnerships and the outcomes that they seek
• Articulate business case, anticipated outcomes, analysis of critical nonprofit, philanthropic and government partners 
• Identify relevant current and past examples, share case studies, develop criteria for selection and models for implementation
• Develop projected budgets for considered and selected approaches
• Use plan to inform shorter term narrative and communication strategies

[In Year 2] National Program Exploration & Strategic Plan Implementation (55%)

• Implement a Federal policy strategy using the adopted Leadership Table strategy.   Activities include but are not limited to: 
  • Craft long-term vision for interagency, public private partnership and corresponding federal legislation to implement the vision
  • Deliver case making documents and educate staff within key federal programs, offices, initiatives and congressional offices/committees on the importance of and outcomes of cradle to career place-based partnerships
  • Identify and recruit partners to co-champion the vision, including national membership organizations, other networks, etc. 
  • Collaborate with leaders focused on narrative and communications to craft tools that can be utilized by federal decision makers
  • Integrate best practice and evidence-based precedents into all efforts to ensure future programs integrate place-based partnership process and outcomes
• Refine approach to Multi-State partnerships using adopted Leadership Table strategy.  Activities include but are not limited to:

• • Develop and/or support 6 or more states with cradle-to-career place-based partnership strategies
  • Develop mechanisms to measure shared progress including coalition development, coalition strength, funding secured or protected for backbone operations, evidence based practices and shifts in ecosystem policy and practice
  • Lead or support on contextual case making, education for stakeholders, partnership development, narrative and communications, fundraising
  • Work in close coordination with Leadership Table organization staff with expertise in relevant communities at state and local levels to set and achieve outcomes

[In Years 1 & 2] Working Group Leadership  (25%)

• With accountability to the Place Matters Leadership Table, establish and guide a working group of Leadership Table and additional stakeholders to refine strategy, offer input and expertise and long-term strategy and implementation
• With regular collaboration from Leadership Table members, recommend, invite and integrate participation of non-Leadership Table leaders and their perspectives into the Working Group
• Work closely with members focused on corresponding federal and state efforts to align approaches, including supporting/participating in additional working groups or efforts to address short term needs and opportunities through stakeholder engagement and education
• Set vision for & oversee implementation of working group meeting agendas; regularly facilitate small group and large working group meetings with a focus on results

[In Years 1 & 2] Place-Based Federal Policy Coordination (20%)

• Facilitate (in partnership with Strive Together) the Place-Based Federal Policy Coalition.  
• Ensure (in partnership with RFA’s Federal and State Practice Teams) that the Place-Based policy agenda aligns with and supports federal and state strategies to advance public-private partnerships and economic mobility outcomes.

The ideal candidate will have the following qualifications, as well as an alignment with Results for America’s mission and organizational values:

Experience and Competencies

• • 15+ years of relevant work experience in a variety of org settings and/or sectors and a bachelor’s degree
    • At least 4 years work experience within government (federal, state, and/or county/city levels) required ; Work experience with government inter-agency partnerships valued

• At least 8 years experience directly/ indirectly managing staff 

• Track record of setting, achieving, and leading others to achieve ambitious organizational goals  
• Strategic thinker: demonstrated practice deploying data and research to drive decision-making at a programmatic and organizational level
• Confident communicator in any professional setting with a wide set of stakeholders and external audiences (funders, executive leaders, media)
• Proven practice motivating, influencing & collaborating with internal & external stakeholders to achieve mutual goals, particularly with diverse constituencies in diverse environments. 
• Track record of working directly with senior executives, boards of directors and funders
• Adaptive leader: models for others solutions-driven mindset; demonstrated ability to identify needs and lead to solutions in high-ambiguity scenarios
• Outstanding interpersonal skills with a demonstrated commitment to and history of building strong relationships and supportive and positive team cultures as well as proactively supporting other team members and stakeholders

Qualifications

Requisite

• Brings a deep understanding and analysis of the root causes of unequal outcomes and a demonstrated career commitment to achieving impact across a range of different contexts
• Demonstrated ability to synthesize complex and technical information from multiple sources, including qualitative and quantitative data,  and translate it into clear, compelling written products, including vision statements, strategic plans, project roadmaps, and policy documents.
• Strong ability to design and implement tracking systems and performance metrics to monitor progress, evaluate impact, and inform continuous improvement
• Working knowledge of Microsoft Outlook, Word, Excel and PowerPoint, and the ability to learn new software quickly
  • Preferred tech stack: GoogleSuite; Asana; Qualtrics 

Valued

• Prior work experience in complex organizations, either in a leadership role or as a strategy, financial and/or management consultant to senior leadership and boards of directors
• Advanced degree or equivalent practical work experience and knowledge in the Place-based Partnership, Collective Impact, Cradle to Career continuum of solutions and the ability to show broader application of work to achieve strategic business outcomes.

Salary and Benefits

Results for America offers a compensation package that includes:   

• A competitive base salary commensurate with relevant work experience; and
• A benefits package that includes choice in medical plans; dental/vision coverage; paid time off; a 403b retirement plan with employer contribution.  

The salary range for this position is $203,056 - $267,740.

New hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint depending on qualifications, internal equity, and the budgeted amount for the role.
