The City of Moorpark's Public Works Department is seeking an addition to their team. The position could be filled in many ways from an engineering background to a management analyst, program manager, or Public Works Manager. This job posting for Public Works Manager is for one of seven positions that may be utilized to fill this one opening.

Essential Functions

The P ublic Works Manager directs, manages, supervises, and coordinates the assigned programs, services, activities, and operations of the Public Works Department, including supervising one or more divisions; coordinating assigned programs and activities with other City departments, divisions, and outside agencies; and providing highly responsible and complex administrative support to the Department Head. This position receives direction from the Public Works Director. The Public Works Manager also exercises direct and primary supervision over technical, professional, and clerical staff; administers contracts; and monitors performance.

What you will do:
  • Provide responsible staff assistance and support to the Public Works Director.
  • Assume direct responsibility for administering and monitoring assigned programs, projects, services, and activities of one or more department divisions, including contract administration, grant management, time accounting, purchasing, budget preparation, and supervision.
  • Provide significant managerial support in the development and administration of the annual department budget; including development the forecast of funds needed for staffing, equipment, materials, and supplies.
  • Plan and coordinate the work plan for the assigned program, division, and/or department.
  • Manage Public Works Department contracts for services as assigned by the Department Head.
  • May administer the Capital Improvement, Fleet Maintenance, and/or Crossing Guard Programs.
  • Participate in employee selection and supervise, train, motivate, and evaluate assigned personnel; prioritize work activities and projects; review work of assigned personnel for accuracy; and prepare performance evaluations and work with employees to correct deficiencies.
  • Prepare agreements; oversee and administer contracts; and direct the work of consultants and contractors.
  • Monitor legislative developments related to areas of responsibility.
  • Participate in the development and administration of annual operating budget for program and division areas of responsibility, including the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and recommend approval of expenditures within approved limits.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental and City policy, appropriate service and staffing levels.
  • Draft goals, objectives, policies, procedures, and priorities for assigned programs; implement and administer the approved goals, objectives, policies, procedures, and priorities for assigned programs.
  • Receive and respond to difficult and sensitive inquiries and complaints from the public, press, or other agencies.
  • Prepare and present staff reports, ordinances, resolutions, and other supporting documentation for City Council and appointed commissions and boards; may be assigned responsibility for a commission or board, including agenda process and completion of legislative records.
  • Prepare and monitor project and program grants and related documentation required to retain grant eligibility and funding.
  • Conduct a variety of organizational and operational studies and investigations; recommend modifications to City or department programs, policies, procedures, and fees as appropriate.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the areas of responsibility; represent City at local and regional meetings.
  • Prepare press releases, newspaper articles, public service announcements, and newsletters; respond to press inquiries.
  • May conduct confidential investigations.
  • May assist with development monitoring and condition compliance.
  • May serve as liaison for the assigned department with other City divisions and departments, outside agencies, public and private organizations, and community groups; make presentations as required; negotiate and resolve sensitive and controversial issues.

Experience, Training, License/Certificate, Working Conditions REQUIREMENTS: Experience : Six years of increasingly responsible municipal public works experience, including two years of administrative and supervisory responsibility. Training : Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering, public administration, business administration, urban studies, economics, or a related field. A Master's degree is desirable. License or Certificate : Possession of or ability to obtain and maintain an appropriate, valid California driver's license. WORKING CONDITIONS Environmental Conditions : Office environment; exposure to computer screens; occasional field environment. Physical Conditions : Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; light lifting, carrying, pushing, and pulling; reaching; handling; use of fingers; talking; hearing; near acuity.

The City of Moorpark operates most divisions on a 9/80 schedule and offers a comprehensive and generous benefit program. Highlights include the following: Health, dental, and vision insurance :

  • Medical insurance is through California Public Employees' Retirement System (CalPERS) which offers PPO and HMO plans. The City pays 90% of the PERS Platinum Preferred Provider Organization (PPO) Health Plan family rate towards whichever plan the employee chooses. An employee may convert up to a maximum of $300 per month of the medical insurance allowance to cash out or deposit in deferred compensation each month if not used for medical insurance cost.
  • 100% of the dental and vision insurance premiums for employee and dependents is paid by the City.

Life Insurance: $75,000 term life insurance paid by the City. Supplemental Life Insurance: Employees have the option of increasing their life insurance by purchasing supplemental life through payroll deduction. Retirement : The City participates in CalPERS to provide retirement benefits for employees. For eligible miscellaneous Classic employees (employees hired before 1/1/2013 with a 2% @ 55 formula and no required employee contribution), the City pays 7% of base salary on employees' CalPERS contribution. For “New” members (employees hired on or after 1/1/2013 with a 2% @ 62 formula), the employee contributes 6.75% of salary. The City does not participate in Social Security. Deferred Compensation Saving Plan : 2% of base salary paid by the City. Annual Leave Accrual: Annual leave (vacation, personal, sick time hours) is accrued based on years of service. Annual Leave accrual rates for Management Employees begins at 22 days per year and maxes out at 32 days per year. Administrative Leave: Management Employees at salary range 67 or higher receive approximately 68 hours per year. Management Employees at a salary range lower than range 67 receive approximately 44 hours per year. City Paid Holidays: 11 ½ paid legal holidays each year. Remote Work Option: For certain positions where it may be appropriate without diminishing quality of performance or service delivery, remote work arrangements may be set up after six months of on-site work. Flexible Work Schedule: For certain positions where it may be appropriate without diminishing quality of performance or service delivery, flexible work schedule arrangements may be set up. Short and Long-Term Disability: City-paid coverage. Tuition Reimbursement: Management employees will be reimbursed for courses pre-approved by the City Manager. The annual maximum tuition reimbursement is $1,800 and the lifetime maximum is $10,000. Employee Assistance Program (EAP): The City provides a comprehensive Employee Assistance Program for confidential counseling and services to City employees and their immediate families.
