Job Description and Duties

Under the general direction of the Correctional Administrator, the Fire Chief performs administrative duties and provides supervision of the San Quentin Fire Department’s operations and personnel.

Develops training programs for the firefighting personnel (including inmates) utilizing the California Fire Service Training and Education Program (CFSTEP), and Firefighter #1 Certification Program developed by the State Fire Marshall (SFM). Develops work schedules for the firefighters, rates performance, and takes or recommends appropriate action. Coordinate staff training in fire prevention and suppression methods and technology through, and with the cooperation of the In-Service Training Officer.

Provides frequent inspections of the institution for fire and life safety hazards and report’s findings to the Warden via the Correctional Business Manager II and/or the Correctional Administrator-Business Services. Performs facility inspections weekly to ensure compliance with institutional standards. Coordinates the facility inspection minutes. Participates in the safety program of the institution and serves a Safety Committee Illness Injury Prevention Program (SB 198) and Parking Area Chairman. Provides inspection and maintenance of the firefighting equipment throughout the institution, including, but not limited to, the testing of automatic sprinklers and fire alarm systems.

Takes command during a fire emergency including directing firefighting operations, rescue operations, building evacuations, etc., with assistance and cooperation of custody personnel. First response to hazardous materials emergencies and directs confined space rescue operations. Ensures water from fire hoses is not directed into occupied inmate housing units, cells, or dormitories, unless absolutely necessary to extinguish a fire. Requests mutual aid in accordance with established institution plans and procedures. Conducts post-fire investigations after the fire is suppressed to determine the cause and prepare required reports.

Notifies the SFM Office, Arson and Bomb Investigation Unit, of any fire of a suspicious nature. Assists the SFM’s representative on all SFM inspections or surveys.

Performs as lead person and staff resource for developing and maintaining an effective emergency evacuation plan for every area of the institution in cooperation with all departments. The plan shall provide for quarterly evacuation and fire drills, the manner in which they are to be conducted, and the designated staff responsible for evacuation procedures.

Develops the fire prevention program and fire safety procedures in cooperation with appointed institution personnel and the office of the SFM. Perform custodial duties relating to inmates assigned to the Fire Department.

Working Conditions

San Quentin Rehab Center is California’s oldest and best-known correctional institution, which was established on the site currently known as Point San Quentin, in July of 1852, as an answer to the rampant lawlessness in California at the time. The prison rests overlooking the bay on 432 acres and is located just 12 miles north of the Golden Gate Bridge in the county of Marin. The walled prison is made up of four (4) large cell blocks (West, South, North, and East Block), one (1) maximum security cell block (the Adjustment Center), Central Health Care Service Building, a medium security dorm setting and a minimum-security firehouse.
