GENERAL DESCRIPTION

Performs advanced (senior-level) consultative and technical assistance to the TJJD superintendent of education and other administrative staff regarding the agency’s education programs for TJJD youth with a focus on the agency’s federally funded education programs and assets. Work involves evaluating federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the agency’s education programs; preparing applications and developing proposals for federal programs, funds, and formula grants in consultation with and for final review by the superintendent of education; analyzing and informing the superintendent of education of the impact of current and impending legislation on such opportunities and federally funded programs; ensuring allocation of available funds and coordination between federal and state funding streams to effectively and efficiently support education strategies and in a manner that supports appropriate maintenance of effort for each funding stream; preparing, evaluating, and approving requisitions and tracking federal program and special project expenditures; and providing technical assistance in the daily implementation and monitoring of grant-funded programs and services to ensure compliance with requirements and standards. Trains others or coordinates training regarding grant administration and compliance.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, and travel occasionally.

ESSENTIAL FUNCTIONS

Evaluates federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the agency’s education programs; and prepares and submits reports of findings and recommendations to the superintendent of education, including recommendations regarding opportunities to obtain funding to produce more effective programs or address areas of concern. Analyzes and informs the superintendent of education of the impact of current and impending legislation on federal grant, entitlement, and allocation opportunities and federally funded education programs. Reviews and evaluates requests for projects and programs requiring money from federal or other special funding sources; and prepares, amends, and evaluates program budget requests and monitoring instruments and reports to secure and expend funds for project implementation.

Develops grant proposals for federal formula grants in consultation with and for final review by the superintendent of education; prepares and files Consolidated Federal Programs applications for federal programs; and performs research and obtains appropriate application forms, information and data as required by funding guidelines. Prepares compliance reports and other forms as required by TEA and other agencies, including information requests regarding program funding, and prepares for meetings with TEA such as for Education Program Monitoring and TEA Random Validations. Serves as liaison between the superintendent of education, the Texas Education Agency (TEA), and federal entities regarding the requirements for receiving federal funds available to TJJD schools; and consults with TEA and federal entities to resolve problems and discuss effectiveness of federally funded programs.

Oversees the allocation of available federal funds and the coordination between federal and state funding streams to effectively and efficiently support education strategies; and supports appropriate maintenance of effort for each funding stream.

Provides technical assistance in the daily implementation and monitoring of grant-funded programs and services to ensure compliance with grant requirements and standards; and develops and coordinates a continuing evaluation of the federal/special programs and implements changes based on the findings.

Conducts and coordinates training to promote and enhance system-wide awareness of grant requirements, techniques for monitoring compliance, procedures relating to requisitions and expenditures, and in the development and integration of new methods and procedures to ensure continued receipt of federal funds.

Coordinates and conducts surveys and other information gathering to determine program implementation compliance with funding requirements and as needed to obtain information for federal grants and applications and other special projects, recommends corrective action as necessary. Compiles and maintains written records and reports on all federal projects and disseminates the information to TJJD schools’ administrators and staff, TJJD management, state education stakeholders, and the U.S. Office of Education.

Prepares and submits for approval purchase requisitions involving expenditure of project funds; reviews and approves related purchases and travel requisitions; and coordinates the acquisition and delivery of grant-funded purchases/services with the agency’s finance, procurement/contracts, and information systems and technology staff.

Collaborates with departmental staff in meeting established objectives and goals; and shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations.

Reports any presence or perception of racial, ethnic, and/or gender disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures:

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Qualifications


MINIMUM QUALIFICATIONS

Bachelor’s degree. Three (3) years of full-time wage-earning experience in the administration, development, coordination, and monitoring of grants or education programs or in contract administration, management, evaluation, or monitoring of contract providers. A total of five (5) years of full-time wage earning experience that may be any combination of the above described required experience and the following: planning and research; program specialist or supervisor; providing consultative and technical assistance with planning, developing and implementing programs; policy development; project management; teacher or administrator; monitoring a special education program or TEA residential facility (RF); or coordinating, monitoring, and managing services for at-risk youth at a public or private institution or state agency

Preferred:

  • Bachelor’s degree with major coursework in public administration, business, education, or a related field.
  • Extensive experience with preparing spreadsheets and performing data analysis.
  • Experience with obtaining or collaborating with cross-divisional support in juvenile justice programs or alternative education programs.

Experience and Education Substitutions:

  • Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.

Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
