Job Description
This position, within the Policy and Operations Section of Court Services, performs advanced work in planning, implementing, and managing statewide projects for improving court operations. The purpose of this position is to serve as a team leader in evaluating essential elements of the State Courts System including, but not limited to, due process functions such as court reporting, court interpreting, expert witnesses, and mediation services. This position may direct the work of court analysts and coordinates projects in conjunction with other OSCA units. The position provides policy support and technical assistance to Commissions and Committees of the Florida Supreme Court such as the Commissions on District and Trial Court Performance and Accountability.


Examples of Work Performed
Assist with staffing the Florida Supreme Court’s Commissions on Trial and District Court Performance and Accountability and workgroups thereof. Serve as lead staff to multiple workgroups. Develop timelines, set calendars, develop substantive agendas and related materials, and conduct meetings designed to advance the charge or issue assigned to the workgroup. Prepare meeting materials, issue summaries, narratives, data tables, charts, and other primary documents at the direction of the unit manager or commission or workgroup members regarding the assessment and evaluation of statewide policies, programs, and outreach initiatives that impact multiple levels of the State Courts System and public and private sectors of the State of Florida. Provide verbal presentations at in-person meetings and conference calls. Assist with the development and completion of commission reports, end of term reports, and other related documents.


Conduct research, design surveys, and analyze data designed to measure the efficiency and effectiveness of district and trial court policies specific to program operations to formulate and implement statewide standards, guidelines, and best practices for all aspects of trial and district court operations.


Design and coordinate the preparation and dissemination of reference materials and reports. Provide technical assistance and outreach to the trial courts, district courts, and other public-sector stakeholders on court programs and operations.


Perform project planning and coordination duties such as developing unit timelines, directing, and organizing tasks, mapping work processes, and communicating with other OSCA units.


Special projects as assigned to assist the Court Services Unit in responding to time-sensitive matters such as legislative or public information requests.

 

Education and Training Guidelines
Education: Refers to job specific training and education that is recommended for entry into the position. Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.


Bachelor’s degree in economics, statistics, information technology, business management, public or business administration, social science, or a closely related field.


Experience: Refers to the amount of related work experience that is recommended for entry into the position that would result in reasonable expectation that the person can perform the required tasks. Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.


Five years of related work experience.

 

Competencies
-Ability to serve as a project leader and apply principles and techniques of project planning including supervising and directing the work of court analysts and support staff on a variety of court projects.
-Ability to design, employ and direct research initiatives to evaluate the efficiency and effectiveness of court policies and programs.
-Ability to interpret and apply data to policy decisions as intended.
-Ability to produce written reports and make oral presentations explaining policy and research initiatives to judges and other court professionals.
-Knowledge of implementing and managing court programs including the formulation of statewide standards.
-Ability to conduct outreach and provide support to Supreme Court Committees and State Courts System stakeholders. 
-Ability to always exercise tact and diplomacy when interacting with judges, trial court administrators, clerks of court, legislative staff, and other state agencies.
-Ability to take initiative and show ownership of work products.
-Ability to travel occasionally.
